BC Funding Solutions achieves FSCA approval as an authorised financial services provider

BC Funding Solutions (Pty) Ltd is pleased to announce that the Financial Services Conduct Authority (FSCA) has formally approved our application to operate as an authorised financial services provider (FSP 55147). This marks an important milestone in the evolution of our business and further strengthens the governance foundation supporting our funding and administration platforms.

This achievement reflects our ongoing commitment to institutional discipline, regulatory alignment, and the highest standards of credibility that our clients, investors and industry partners expect from us.

What the FSP approval means

Effective 28 October 2025, BCFS is licensed to render intermediary services under the FAIS Act, specifically within the following product categories:

  • Debentures and securitised debt
  • Warrants, certificates or other instruments
  • Bonds
  • Derivative instruments
  • Securities and instruments

Key details including licensing categories, key individuals and compliance structures are available in our FSP fact sheet.

The licence is supported by a robust governance framework including Moonstone Compliance as Compliance Officer, BDO South Africa as Auditor, and STS Group Risk, Governance and Compliance Director, Maryna Wiesner as Key Individual.

Scope of the licence

The licence applies exclusively to the intermediary and administrative services BCFS provides to its institutional funding structures, including the financial products introduced through our Special Purpose Vehicle (SPV) framework.

It does not apply to the private-lender environment. Our private-lender products fall outside the FSCA’s product-specific licensing categories, which means:

  • There is no change to how these products are marketed,
  • Our channel owners and consultants may continue to operate under the current model, and
  • No additional licensing obligations are introduced for external partners at this stage.

This structure ensures continuity while strengthening our institutional capabilities where regulatory oversight is most relevant.

A strengthened regulatory foundation

With the addition of the FSP licence, BCFS now operates within a comprehensive regulatory environment that includes:

  • The National Credit Act (as NCRCP 11132)
  • The FAIS Act (FSP 55147)
  • The Financial Intelligence Centre Act (FIC Act)
  • POPIA and PAIA compliance obligations

This expanded framework demonstrates the continued maturation of the BCFS platform and reinforces our drive to offer secure, compliant and professionally administered funding solutions to community schemes and institutional partners alike.

What happens next?

As the business continues to grow, this approval positions BCFS to operate with greater institutional integrity and transparency, ensuring that the funding structures we administer meet the expectations of regulators and investors.

A milestone for the group

This accomplishment reflects the substantial work undertaken across the group to enhance governance, improve risk management, and strengthen the administrative backbone supporting our lending and investment environment.

We extend our sincere thanks to everyone involved in this process. Achieving FSP status is not just a regulatory step forward but a meaningful progression in our mission to deliver responsible, well-governed and future-fit funding solutions to South Africa’s community scheme sector.
